She could try buying a LADATEL card 30 ,50 or 100 pesos, I recomend the 100 pesos one. With this card she can only call from public phones, but there are plenty of those everywere here in Mexico!!! and I think the fee is like 1 peso per minute which is more or less like 10 cents (i´m not really sure but the instruccions in the public phones have all the info, she can check it before buying the card, it´s very easy there´s one on every corner, and the card can be purchased in any grocery store, and many other places like hotels and big stores sell them too, she could try Sanborns, they sell the cards and there are phones near the rest rooms). And the public phones have instructions in english. There are another cards with similar names that are more complicated tu use because you use a code etc, etc, but no, this one is simple just insert it, dial and that´s it. Remember is Ladatel.
