Phone plan with monthly fee for texting, but prepaid cards for calls?

Is there a way to not have a phone plan (and use prepaid cards instead) but also have texting? I definitely don't want a "Pay $0.xx per text" kind of thing. T-Mobile offers 400 messages for $5 a month, 1000 for $10 a month, and unlimited for $15 a month as an add on to a plan, but is it possible to get that (or something like it) without a plan?

Reply:T-mobile has a new prepaid service called Flex Pay its like a contract phone so you get all the features you would normally get but its like a prepaid because it wont let you go over your limits
