What phone card works best to call a cell phone in Manila,Philippines from San Jose.CA?

I'm looking for a good value, with good clarity on the phone call. I have found cards that cost $5-$6 for about 20-25 minutes, which isn't great--and the call is often dropped several times, or sounds very bad.





I have tried Yahoo Messenger with voice also, with mixed results...
