How I can make international calls to africa from america without a phone card?

Like from he UK there are these websites that offer international calls for domestic rates. You dial the access number from a phone and they connect you to your international number. They charge it to your phone bill so u don't need a credit card or calling card pin number. But it's at a domestic rate rather than dialing direct from ur fone and paying international. I dunno any of them in the US. Can someone tell mi.
