I hear that phone cards are charged 35 minutes if you use them at a pay phone.?

I have several military members using phone cards at pay phones. I heard that the phone cards are automatically charged 35 minutes even if only used for a minute. This doesn't sound like they are making phone cards easy for military members!

Payphones Fee - There are surcharges on phone cards for all calls made from payphones imposed by the FCC. You will pay this fee regardless of whether the call goes through or not. (I've been charged as much as $1.00)
